Obtained the L.L.B. degree and passed the Solicitors Final Examination in U.K. in 1988. He was admitted in Hong Kong in 1990 whilst also admitted as a solicitor in England and Wales in 1991. All along, he practices as a general practitioner with concentration in criminal and civil law areas. He has also been put under the panel of Duty Lawyer Services Scheme and the Legal Aid Department.

Mr. Cham has appointed as Civil Celebrant of Marriages since Jun 2006.
